No one is going to stop you from withdrawing a VAWA petition. However, as a former domestic violence counselor, I would urge you to think about that very carefully. If your VAWA case was valid, then you are stating that your husband is abusive. Going back to him will therefore put you into an unsafe position. Additionally you will then rely on him again to file for a green card for you. There is no guarantee he will do this. I would imagine that DHS would very carefully review your VAWA as well, before adjudicating anything he files for you, to ensure that your VAWA was not fraudulent.

Yes. However, this case is complicated and should be discussed in detail with an experienced immigration attorney. I would recommend her visiting you and then you proposing marriage in the US after her entry. Then wait a month or two before getting married. In the meantime, she doesn't leave the US until she gets her green card or travel permit (2 to 3 month process).

At a minimum, you have to submit an I-130 petition for your brother to start the process. Depending on the particular circumstances of his case, he may be able to apply for adjustment of status or an immigrant visa from the US consulate after the petition has been approved.
