If the warrants are for a felony charge, you must appear at the court for an arraignment and bond hearing.  For a misdemeanor, some jurisdictions will allow a waiver by mail, while others also require appearance at the court.  Many times, the bond will be lower and/or personal if this is resolved in this manner rather than following an arrest.

Can I press charges for a child molestation/rape charge if the case was previously dropped due to lack of physical evidence?

See the prosecutor if you have new evidence, it may be possible to bring the charges again as long as the charges were not dropped with prejudice. If they were, the prosecution cannot be brought again for the same incident.
