Unfortunately not. The law does not provide for parents to bring over dependents when they are being sponsored as immediate relatives of US citizens. As you may know, your parents can sponsor both you and your twin sister once they obtain residence status, but that process currently takes about between 5-6 years if you are born in countries other than Mexico and the Philippines. You and your sister would have to stay single during all this time. I seriously doubt that your boyfriend will have to wait another 90 days after submitting his photos and another 30 days for the work permit since he already filed for the OPT in May 2014. The waiting time should be much shorter as there does not seem to be much of an issue from your question as to whether he is entitled to the OPT. You can petition him however, he might not be able return if he was deported from committing a criminal offense. It depends on the crime.
