No. Only US citizens can petition for a fiancee visa. You can petition for her with a green card after you get married. It will take about 2-4 years before she will receive a immigrant visa to enter the US.

Stay here and do your paperwork first. It is only taking about 3 months to get a green card through a marriage to a US citizen. You can also qualify for a travel permit should you need to leave before.

That departure appears like it will trigger a ten-year bar. The Obama administration has streamlined procedures for waivers to reduce the uncertainty and the time outside the country. This is a complicated procedure and there are significant legal issues therefore I strongly suggest you retain a competent lawyer. We handle handle many waivers with Consular processing with successful results.
