Your friend's entry will be limited to the duration of the passport and not the visa. Thus, he should double check his I-94 online after he arrives. The visa should be good to 09/2018.

The issue date that you referenced was likely to be done on the LCA and not on the H-1B. This is a common practice and done so that they can file the LCA (filed with DOL) beforehand. The issue dates for the H-1B are likely to have an October 1st start date if it is a new (and capped H-1B).
