Your brother who is 21 and a U.S. citizen can apply for your green card, but his petition for you would take approximately 10 years. Also the fact that you are not legal in the country would not make you adjustable under present law. By adjustable, I mean the ability to adjust your status to permanent residence in the U. S. without having to leave the country. Under present law also, if you left the country, you would be barred from returning for 10 years in most situations. The law of course may be changing soon which could present you with better alternatives. It can take many years. You should look for other ways to come sooner. For example, Pakistanis are eligible for non-immigrant investor visas, etc.
