Can a US citizen petition a brother that has overstayed his visa?

Brother's petition will not help him much. You should consult with an attorney, maybe he will qualify for some forms of relief.

I am conditional permanent resident when i came to usa ,the border officer write"out 1 mo and A#*****'under the seal on my passport, what is that mean

Answered by attorney David Troy Cox

Every absence ads up.  This is just a way of tracking how long you were gone.  If you are gone too long you may be deemed to have abandoned your permanent resident status.  ARC just means "alien registration card"--it is synonymous with a green card.

It depends on the family relationship. Spouse is about 2-8 months. All others can range from 3 months to 5-10 years.
