If your mother just got married, it will take her a while to receive a green card, and no less than 3 years to become a citizen. By that time, you will be over 18; so her naturalization will not automatically make you a citizen. So, the only thing you can do not is find a very good defense attorney, and make sure he/she knows that you are not a U.S. citizen and can be deported.

As long as her OPT will be extended long enough so that her legal status is not jeopardized, it makes more sense for you to become a US citizen and then file for her so it's faster processing. However, if her OPT is expiring within the next couple of months, you should file the I-130 as a permanent resident, then upgrade the file once you become a US citizen.
