To be eligible for adjustment of status through a sibling, you must submit your I-485 application before your OPT expires or while you are still in valid immigration status. It normally takes up to 3 months after you submit your applications before you will receive a temporary work permit. As long as your application is pending, you are permitted to remain in the US legally.
