Unfortunately U.S.C.I.S. does not allow the cancellation of a student's current OPT unless it is notified of the wish to cancel prior to the OPT going into effect. From your question, it appears that the OPT has already gone into effect. If you do not work according to the OPT grant, you will be considered out of status if the time without work is more than 90 days. The date of your parents' actual marriage will determine whether you can petition for your step-father or not. The date that your parents started their relationship is irrelevant. In this case, it is probably best for you to petition for your mother first and she can then petition for your step-father after she arrives in the US and receives her permanent resident card.
