I am sorry to learn of your father's death. Significantly more information is needed in order to assess your immigration situation and options. Depending upon some details, the child of a U.S. citizen parent might automatically be a U.S. citizen, leaving no need to seek to get a "Green Card." It would be wise to engage an immigration attorney to learn all of the relevant information in order to advise you about this. Some immigration law firms, including mine, offer legal services on a "flat fee" basis so that a client will know the total expense from the very beginning, and a few immigration law firms, including mine, offer an initial consultation free of charge.

Yes, it is possible. However there are some personal questions that have to be explored to qualify, including financials. You will have to go through the adoption procedures before going through the court which again depends on the state of residence. As to the foreign country, you will have to follow their country's law and procedures and the current international adoption law in terms of immigration. It is a complex area of law that cannot be answered in such queries but only by a personal interview with the lawyer. The normal attorney fee ranges from 3k to 10k, barring extraordinary conditions, and cannot be quoted without a personal interview.
