If you are a US citizen, then you can apply for your mother after you turn 21. It doesn't matter that you have children. You will need to show that you have sufficient income to support your mother, however.

A green card holder from Jordan can certainly sponsor their son or daughter. It takes awhile due to the quota, but she certainly can apply.

If he is convicted of one or more crimes for soliciting prostitutes then his green card may be in jeopardy. Do you know if any criminal charges have been filed against him? If not he may just need counseling. Be sure you get yourself tested for AIDS and other sexually transmitted diseases which you may have contracted based on his activities.
