The process I would recommend is as follows: File the I-130 Petition for Alien Relative on behalf of your spouse. Upon approval the case will be forwarded to the National Visa Center (NVC) for processing of your spouse's immigrant visa application. Once the document review is completed, your wife will be scheduled for an interview at the U.S. consulate in Montreal. While a K-3 visa petition is available, there is no advantage in filing for it since it takes just as long to process an immigrant visa application as a K-3 visa. Also, immigrant visa processing ($318) is cheaper than adjustment of status in the United States ($1,070).

*Consulate Processing* Consulate Processing must be completed. This allows the petition to first be sent to the National Visa Center, and then the appropriate documents and package to go to the U.S. Consulate or Embassy. If done correctly, you will be able to enter as a Lawful Permanent Resident and will be in the U.S. in less than one year. Of course the time might be a bit less or more depending on the backlog of the U.S. Consulate or Embassy and whether or not a Waiver of Inadmissibility is needed. Attorney Fees (Filing Fees and Costs not included).

Unless you are married you cannot apply for him. Try to get your citizenship as soon as possible. It makes the process much faster. He may be able to get a tourist visa to visit, but they might not give it to him because he potentially may stay in the US if he visits. Consult an attorney for a private consultation.
