Your mother can file an immigrant petition for your her daughter; the process will take about 2.5 years (if your sister is under 21 and not married; if she - and not your mother - is 25, it will take much longer, especially if she was born in Mexico or in Philippines).

You want to contact an experienced immigration attorney for a face-to-face consultation and give him/her all of the facts surrounding your situation to see if you qualify for VAWA or any other waivers. He/she would then be in a better position to analyze your case, advise you of your options and make sure that the necessary paperwork and documentation is presented so as not to delay the process.

It is not necessary but advisable. The work permit can serve as ID and facilitate getting a social security number (and Driver's License). And it's free when applying for the adjustment of status.
