A person who is in valid B-2 status can apply (with all the proper supporting documents, etc) to switch from B-2 to F-1 student.

Yes, you can file I-130. Also, if he entered with inspection and is otherwise eligible, generally, he can also file for adjustment of status.

There are two processes that might be available: consular processing with an extreme hardship waiver or adjustment of status in the U.S. Which process he can use depends on a number of factors, such as method of entry, previous immigration filings, etc.
