Receiving welfare is always a negative point in immigration issues. If he is authorized to work and is working, there should be no need for welfare. But if he is not authorized to work and you are expecting to stop receiving help as soon as he becomes legal, that may be explained to the court.

Possibly, but it will depend on why you were deported, when you were deported and whether you have the requisite grounds to be admitted into the U.S.

You should consider filing an application to recapture any time that you have spent outside of the U.S. during your H-1B validity period. This should give you enough time to get another PERM on file. Also, depending on your job, you may want to consider an EB-2 with a National Interest Waiver.
