It will depend on why he was deported. Depending on the grounds of the deportation, your husband may or may not qualify for a waiver. I strongly suggest that you contact an experience immigration attorney for a face-to-face consultation and give him/her all of the facts surrounding your husband's deportation case. I-130's for siblings take a long time because the quota is so long. It is a low priority item for the immigration service. You can call the 1-800 number on the receipt to inquire, but generally, 2-5 years is not unusual.

If you brother files for you, it takes a minimum of 10 years before you are eligible to adjust status. You can only adjust if you maintain your status in the US. Your brother petitioning for you does not give you the eligibility to be in status, you will have to find other means to renew your permit or apply for an H1b visa, etc.
