If you are a US citizen, you can file an I-130 visa petition for your husband. If you are not married yet, you can file an I-129F petition for a fiance. In either case, he will need to apply for the visa at the US Embassy in Mexico after the petition is approved. The deferred action application will not change the outcome of your husband's I-130 petition for you. If your parents and you had visas when you all came to the U.S., and overstayed your admission, you should be OK: unlawful presence is forgiven when a U.S. citizen petitions for you as his wife. If your parents brought you into the U.S. without a visa, as a person who entered the U.S. without being admitted and stayed here for over a year, you cannot adjust status (meaning that you cannot receive a green card even after your husband's petition for you gets approved). If this is the case, it should be reviewed by an immigration attorney who would have all the details.
