You don't give us enough facts. Did he come over illegally the 2nd time? Are you a US Citizen? If so, have you filed an I-130 petition for him? The fact that he was deported does not determine whether he can become a citizen or not. There are many other factors that determine that such as criminal record. Write back and give us more detail.

I am not sure why you are being deported. Are you a permanent resident or ? you will need to consult with an immigration attorney to find out if you have any relief available and not be deported. Second question; NO health issues normally will not stop deportation unless there are certain humanitarian or policy issues for a deferred action. Deferred actions are unusual remedies and you will need an attorney to help you.

The fact that he was able to obtain a green card indicates to me that his overstay was waived.
