If the judgment has been vacated, it sounds like you pretty much are back to starting over. A lawyer needs to see all the paperwork to determine your next step, if any.

Yes. And you probably can pick your conservator's. Conservator of the estate does not need to be same person as conservator of the person. Therefore, for example, you could have a trusted and loved friend or relative responsible for your care while your finances are handled by a person or entity with that kind of competence.

The Power of Attorney (PA) is a very powerful document. The attorney in fact is only answerable to the principle, your mother, and only to her. In the event of her incapacity, unless its a durable PA, or death the PA terminates. At present, from what you've stated, it appears your only remedy might be to bring an action to be appointed Conservator. I strongly suggest that you consult with an attorney regarding your possible remedies in order to protect your mother.
