Do I have a case if there was a DUI breath test error? How?

There is a "margin of error" but you are using a misnomer. It is "uncertainty." Contact a qualified DUI attorney. That is a large range.

Contact the Clerk of Court and they will be able to tell you. It should be in the county where you were stopped.

What kind of sentencing am I looking at after my third DUI and my BAC was .24?

Assuming that you are in California, the statutory minimum is 120 days. If you did one year of house arrest for your second offense I would think that you are unlikely to be given many sentencing alternatives, I think you are likely looking at some time in custody (jail) with a possible release to an in-patient treatment program. This is only a guess and is definitely subject to the limitations of the jurisdiction where your case will be prosecuted, some counties can't house prisoners so more alternatives are available, others have plenty of space and like to have people "stay the night."
