With a very few exceptions, nearly all the states report a DUI conviction to all states in which you were ever licensed. Most DUI laws count as prior convictions those which occurred in a different place, unless that place has very different laws from those in most American states. Talk to a good criminal lawyer. There are sometimes things which can be done to overcome the citation, or to get a more lenient outcome.

If you can't afford an attorney you should see if you qualify for a public defender. There are many defense to a DUI even with a BAC of .17. If you don't qualify for a public defender you should plead not guilty and get the discovery and see if you can get a plea agreement from the prosecutor.

Bail bondsmen are very scarce in Wisconsin. In fact, I've been doing criminal law for 25 years and never encountered one. I think you should read the written agreement between yourself and the bail bondsman, and also the bond your friend signed, which you can get from the Clerk of Court in the county where the criminal charge was heard.
