DUI's can't be expunged, and if you have more than one conviction, (with every limited exceptions,) you can't expunge any of them.

DMV and Court are 2 different things. If DMV does not proceed, then you get to keep your license unless you are convicted of DUI or have a conviction that revokes your license. BUT You must appear in Court. The case may be dismissed at that time. If not, you might want to get a lawyer to help.

Will the police go back and consider the blood tests for the police report and therefore charge me with a DUI after the fact, based on the BAC?

If you were driving under the influence and the blood tests verifies that, you can be charged with a DUI after the fact. The police would have to obtain the BAC results from the blood test.
