It means that the judge was not satisfied with the prosecutors presentation and didn't believe there were enough facts to go ahead with the charge.

If you were driving, and the blood labs come back with a controlled substance in your system, you could be charged with DWI. If that happens, feel free to contact me directly to discuss representation. I only do criminal defense. If you want to sue the police officer for assault, you would need to contact a civil attorney. Is it possible to have my classes/community service transferred to another state?

CA DMV generally accepts no other state's classes. You can contact them and see if you can get a special waiver and approval for classes in the other state. You'll have to do the community service here, unless you return to court and obtain a court ordered change of probation terms to allow it elsewhere. If you decide to hire counsel for that, contact me. You can move out of state unless your sentencing and probation terms specifically prohibit it.
