You need to hire an attorney that knows what to do in these cases. You have a right to file in circuit court for appeal of the secretary of state's administrative denial. You are entitled to a remand to the DAAD for a hearing on your issues. This is not inexpensive. But your goal will be to get another chance to restore your driving privileges earlier than what you've been told. The courts, not the Navy, determine whether or not there is a conviction, weather conditions can be set aside, or whether they can be expunged. In the case of a DUI expungement is not an option, at least in Michigan. I would have to know all the details but it would appear to me what the Navy is stating is if your son enlists then perhaps the court will agree to dismiss the charges.
