My mother moved out of Michigan. She violated probation, how long can she sit in jail if to go back to Michigan?

If the only violation was the move out of state, her attorney can probably work out a fine and a dismissal of the balance of the probation "without improvement" or have probation changed to reporting by writing or to a local court in Missouri. Those arrangements have to be made in Michigan.

If Canada law allows for a restricted license, would that be honored in the US?

Good question but I would have to research the answer. If Michigan and Canada reciprocate the restriction should be valid on both sides of the border. The fact that it was an infraction in Canada but would not have been in the US is quite germane and a "conflict of law". If the drinking and driving is reciprocated there could well be an issue which his CDL.
