If the other state has given you a license, then you can. If you do not have a valid license somewhere, then you cannot drive anywhere. If you have a valid license somewhere, you cannot drive in the state that suspended you until they reinstate you.

It certainly is. It's called implied consent in Michigan. Westland cops are tough, but their prosecutors are reasonable to deal with.

It is not. It is under the Michigan vehicle code. If I were you I would try to get it dismissed in favor of a civil infraction.
