There is no way to require her to live in New Jersey.  You did not mention any children, so I am going to assume that you don't have any or she is not taking the children to PA.  Without children, she is free to move to another state.

You need to file a motion to enforce litigant's rights.  Its not very difficult and a form can be found on the New Jersey Judiciary website.  Include the divorce decree, and proof of each expense she was supposed to pay but did not.  Good luck.

You are at risk of your wife asking for something else, which she could get. Everything is on the table if the judge does not ratify your agreement. Assuming that your wife asked the judge to ratify the agreement in her petition, just send the court, with a copy to her attorney, a paper admitting everything. If she did not ask the judge to ratify the agreement, you need to file an answer asking the judge to do that. Make sure that your agreement is in writing.
