You will need to file a motion to enforce your court order or agreement in the court that entered it or the court where your ex currently resides, if not the same. Enforcement remedies are somewhat limited for non-support related property matters, but if your ex has assets that may be attached, and given the small amount at issue, he may realize its cheaper to pay it then fight with you. You could also pay it off yourself so that you can obtain the title and drive the car, and then go after him for what it cost you.

In Florida any assets that you had prior to the marriage and which remain in your sole name are not considered marital assets subject to a divorce. There are some cases when a non marital asset takes on marital significance. For example if your spouse is added to the deed to your house, or if you refinance your home during the marriage and your spouse is added to the loan, or if you do significant renovations like a new roof or new kitchen on your premarital home during the marriage. Absent these special circumstances, your premarital assets should remain your separate property.
