In Arizona you would file a petition for dissolution, have him sign an acceptance of service, then the two of you sign a consent decree to submit to the judge. Both of you must pay the assigned fee. There is a self service center at most superior court facilities, or you can go online for forms and instructions.

No, you cannot be made to pay. You also cannot attend if your tuition is not paid. Be happy you do not have to pay 100% like I did. Get a student loan, a job or ask Mom for help.

If the Decree requires your former spouse to refinance the home and she has failed to do so, you can certainly take her into Court on a contempt action and ask the Court to require her to do as was originally ordered. I must advise you, however, that if in fact she is ill and cannot obtain refinancing, it is doubtful the court would find her in willful contempt.
