Not if the person is legally married to someone else. No matter where the marriage was performed, if it was a legally valid marriage and has not been annulled or ended by divorced, the married person cannot legally marry anyone else, anywhere else.

You are only divorced if a family court judge has signed a decree of dissolution. In Arizona your divorce is final when the decree has been filed with the clerk of the court. Other states have different rules. If there has only been a temporary child support order entered, or a decree of legal separation entered, then you are not yet divorced.
