What happens if divorce petition languishes for 10 years and what do I do to get support back?

You may be able to get back child support to the date of the Petition but that is not certain. The Court will look at the date you filed the RFO and why there was a delay after filing the Petition. A consultation with an experienced attorney could be helpful.

If I get a legal separation or a divorce now (before I obtain the money) will I avoid a 50/50 split of community property?

In California all inheritance is considered to be the recipient's separate property. It is not subject to division in a divorce or legal separation. Good luck.

Isn't the attorney's fees ordered by the judge too expensive?

Refer to your retainer agreement. Before the RO was obtained, you signed a retainer, in that agreement, there should be a provision of who is responsible to pay your attorney fees (probably you). It's most likely that if he paid if after you had already paid, that you would be entitled to a refund, but since he hasn't paid, it's likely your responsibility to pay and then to obtain the funds from him. Your lawyer entered into an agreement with you, not him, it's up to you to collect that Judgment or have him jailed for contempt of court for not paying.
