If you have a collection action against you, you will want to join your ex as a party and provide a copy of the divorce judgment so that any order entered will be correct in its distribution of liability. In the family law court, you can try and enforce the judgment through a contempt action.

No, you cannot get a divorce by just publishing in the newspaper. A petition for dissolution must be filed in the County where the parties last resided as husband and wife. You can publish in the newspaper if service of process is not accomplishable, but personal jurisdiction is not acquired over the spouse in that instance, so support is not awardable. Consult with a local attorney.

There are lots of issues here.. You say its your house.. is her name on the house? If so she is arguably the co-owner if not.. well.. Check what your divorce judgment says.. It will not matter anyway if the counter offer is rejected (unless you wanted to accept the original offer because a counter offer rejects the original offer).
