You should be able to call the district court where you got them and ask the clerk. You may be able to work out a payment arrangement with the court as well.

From those facts it does not seem so. Were your arrested and charged with a criminal offense? If so, what? You may have a good motion to suppress the evidence and get the charge dismissed.
