You probably do qualify. I would talk to a bankruptcy attorney. If your income is too high or if the value of your assets is too high, you may need to file for a chapter 7 instead of a chapter 13, but you really need to talk to get a legal consultation to figure it out. Bankruptcy consultations are generally free.

You may be able to get it off the court website otherwise there is a storage facility in San Bruno, CA which stores the information for northern CA you would have to get a box number from the court before you get the papers from storage.
