Mimi Liu protects public resources and interests through investigations and litigation filed for state attorneys general, governments, and other public entities.

For the past decade, Mimi has had a pivotal role in representing states and municipalities in litigation against the entire opioid supply chain alleging deceptive marketing and over distribution. That litigation, which continues today, has reached over $51 billion in settlements for communities nationwide. As co-lead trial counsel for the State of West Virginia against three opioid manufacturers, Mimi helped secure a settlement valued at more than $260 million* on the eve of closing arguments. ALM and The National Law Journal named the Motley Rice team the 2023 Governmental Representation Law Firm of the Year for its trial work in West Virginia, and other matters.

Mimi was co-lead counsel for the U.S. Virgin Islands in its case against JPMorgan Chase Bank under the Trafficking Victims Protection Act for allegedly facilitating Jeffrey Epstein’s sex-trafficking ring. The case settled shortly before trial in the Southern District of New York for $75 million* and commitments by JPMorgan to curtail human trafficking.

Mimi helped obtain a $23.8 million settlement* for the City of Chicago in its lawsuit against e-cigarette company JUUL alleging marketing and sales of its products to underaged youth. She represented multiple states in litigation alleging deceptive marketing of dangerous vehicles with Takata airbags following the largest auto-related recall in U.S. history. She helped her clients achieve the highest value state settlements against Takata and car manufacturers in the country.

Mimi also represents the City of Chicago in a first-of-its-kind lawsuit seeking to hold a gun manufacturer accountable for selling, manufacturing, and marketing pistols that they allegedly knew or should have known could be easily modified to machine guns by using switches.

Prior to joining Motley Rice, Mimi represented public clients in consumer protection and civil enforcement matters in private practice. She advocated for constitutional civil rights as a senior lawyer for Planned Parenthood Federation of America from 2004 to 2012, arguing cases before numerous state and federal trial and appeals courts.

During her studies at Harvard Law School, Mimi served as executive editor of the Human Rights Journal and co-authored the treatise Gender Asylum Law. Following law school, she clerked for the Court of Appeals of Alberta and the Honorable Justice Claire L’Heureux-Dube of the Supreme Court of Canada.

Active in the legal community, Mimi serves on the board of directors for Public Justice, a national nonprofit legal advocacy organization that pursues high impact lawsuits to combat social and economic injustice, protect the Earth’s sustainability, and challenge predatory corporate conduct and government abuses.
