Obtained legislation allowing employers to access INS and SSA databases for purposes of confirming employment eligibility, 1996. Obtained legislation that extended this authority, 2001. Obtained leglislation that repealed the "strict liability" nature of employer liability for "documents abuse" offenses under the Special Counsel statute, 1996. Obtained legislation relaxing I-9 paperwork requirements for certain multi-employer associations, 1996. Successfully sued the INS in U.S. District Court to improve INS implementation of the foreign health-care worker regime.
