Howard A. Liberman serves as the Managing Attorney of the Los Angeles Office. With over three decades of legal experience, he embarked on his career in 1992 with the United States Navy as part of the Judge Advocate General’s Corps. During his five years of active duty, Howard fulfilled roles as a defense attorney, prosecutor, and Assistant Staff Judge Advocate to a two-star admiral. Transitioning to civilian practice in 1997, he focused on public sector labor law, public safety disciplinary defense and collective bargaining. His affiliation with the Navy Reserve allowed him to serve in various capacities, including defense attorney, legal assistance attorney, appellate defense counsel, and executive officer, culminating in his retirement as a Commander in 2014. Notably, Howard has successfully litigated appeals in Superior Court and the Court of Appeal, defending police officers and firefighters against wrongful accusations of misconduct. His distinguished career is marked by a commitment to justice and a dedication to safeguarding the rights of public safety personnel.
