In recent years, Dr. Ammar has managed large-scale projects related to executive regulation development across key sectors. He has also directed institutional restructuring projects, including the redesign of legal affairs departments, employee transfer and allocation policies, and the development of internal governance instruments for national authorities, science and technology institutions, and national funds.
Dr. Ammar earned his Ph.D. from the Higher Institute of Judiciary at IMSIU, where his pioneering research explored Blockchain Technology and Digital Assets from both legal-technical and Islamic perspectives. He also holds a Master’s degree from the same institution, focused on the legal dimensions of Satellite Television, Intellectual Properties and Communications Law, and has completed advanced programs in strategic planning, governance, performance measurement, and project management.
