From what you have stated, it appears that you have insufficient facts to sue anyone. However, if you want to pursue the matter further, you should consult with a plaintiff's medical malpractice lawyer for specific legal advice and direction regarding your medical issues.

Can I still make a claim if I had a fender bender, which is not my fault and I did not call police?

Yes, you can as long as you are within the legal time period to do so. In Louisiana, you have one year from the date of the accident to settle your claim or to file suit. Since you do not have a police report, hopefully you have the other vehicle's insurance information so that you can make a claim. If you have the proper coverages, then you may also be able to make a claim under your policy.
