Can I sue her for stress on our family after they prove she is a con?

If, and this is a big if, you can prove that she sued you for damages not caused by this incident, AND you either get her to dismiss her claim without a release of claims on your part, or you go through trial and win, again because of proof the damages were not caused by this incident, you could possibly sue her for wrongful institution of civil litigation. (sometimes referred to as malicious prosecution.) Courts disfavor such lawsuits but they do exist and it is a viable cause of action, but you MUST have a favorable outcome on her suit before you could proceed.

What should I do about the car accident? Can I just leave things as they are?

You probably already realize California law requires all driver or vehicle owners to carry automobile liability insurance. If there was no insurance on the vehicle you were driving, there may still be coverage through your other policy covering the vehicles that you own which are insured. I would turn the letter over to your insurance agency first. If there was more than $750 in property damage or injury from the collision, you must also report the collision to the Department of Motor Vehicles. At this point I would say your bigger problems would rest with reporting to the DMV. If you receive a summons and complaint (lawsuit) you should contact and attorney for an in person meeting IMMEDIATELY.

This sounds like a very good personal injury case.  You should retain counsel to contact the insurance carrier for the person who hit you and get the policy limits, the police report, and the evidence of your damages.   You should photograph damages to your vehicle and your person to preserve the evidence.
