Yes there is a temporary freeze on civil cases against you pending bankruptcy, but the plaintiff can get court permission to sue you to the extent of your insurance coverage.

Try the Department of Health and go see an attorney. If your place is not considered "habitable" you have legal remedies. If the place is causing you personal injury, you have legal remedies. You'll need your doctors to swear/prove that the conditions in the apartment are causing your breathing problems which is sometimes difficult in these cases. Go see an attorney and get well soon.
