No, you will not be allowed to hold the government liable for injuries suffered because of the fault of an individual not acting on behalf of the government.  The Federal Torts Claim Act covers those claims which may be brought against the federal government but your situation does not fall into any of the allowed claims.

It sounds like you are being offered a fair value for your claim - without any significant injury or permanent impairment you would probably not receive any more from a jury.  If you choose to hire a lawyer, you will have significant litigation costs plus attorney fees, which would greatly decrease your ultimate net gain.  If your treating physician feels that you are fully recovered then accept Starbucks' offer.

Yes you can sue the complex. You will be required to prove your case as well as your damages. If you slipped but did not sustain an injury you will not have a case. Slipping alone is not sufficient grounds for a claim. You must sustain an injury and it must be proven with medical records.
