Maybe. Most homeowners policies have a med pay provision that pays $1000 if somebody gets hurt on your property - regardless of fault. It is not clear if this man was on your property. If you knowingly allowed your dogs off leash, off your property than you would be "negligent" and that is when your policy would pay - assuming he actually got hurt. They will need to investigate and see if this was an aggressive attack, etc.. and that may impact whether they decide to cancel your policy.

Yes, the conduct of your neighbor is technically a trespass, which can be prosecuted criminally if you can convince the district attorney's office to pursue it, however, more likely to be something to pursue civilly and unless there is some property damage would suggest that you file a small claims action which has $10K in jurisdiction and you can get a hearing within 60 days of filing.
