Attorney Axel F. Candelaria Rivera’s legal practice combines his background in administrative law and litigation to assist clients on a variety of substantive and procedural legal issues, including professional licensing defense and other administrative law matters.
Axel has litigated before State agencies, circuit courts, and in the Court of Appeals. As an Attorney with the State of Wisconsin Department of Agriculture, Trade and Consumer Protection, Axel drafted and reviewed legislation, provided legal defense to the agency, and pursued prosecutions on behalf of the agency. He also provided legal counsel to board members. Axel represented the State of Wisconsin Department of Revenue for a decade, where he litigated tax cases, assisted with the drafting of administrative rules, analyzed proposed legislation, and presented on tax law changes. He also represented the Wisconsin State Lottery, including in cases involving breach of contract claims.
In addition to Axel’s experience with State agencies, he served as a Senior Tax Manager at Deloitte Tax, LLP, where he appeared before tax tribunals, in and out of Wisconsin, representing companies in tax disputes and litigation. He presented and trained on case law, legislative updates, and audit trends.
Axel served in private practice earlier in his career. He is involved in his community, including serving as a Board Member on the City of Fitchburg’s Zoning Board of Appeals. Axel is fluent in Spanish and English.
Based in the firm’s Madison office, Axel is available to serve clients throughout Wisconsin on professional licensing and administrative law issues.
