Even she is subject to the 10 year bar, she has been outside of the US for more than 10 years so the issue is moot.? It is unclear if she had green card in the 90's. In any event she probably needs new petition. Your father should file new I-130 and once approved, go through the consular processing procedure.

Divorce before 2 year conditional resident card expires

Hello.  You can file the application without him. You will need to provide lots of proof of the bona fide relationship from the beginning until you were separated. You must be divorced to be approved on your own. Thus, you should start the divorce and file near the 6 months. This will give your divorce time to finalize.
