No income will not affect you becoming a citizen. But, why would you have not filed taxes? If you are married, you should be filing jointly with your husband. One of you must be making money. You could have a problem, but more information is necessary. You should not file for naturalization before speaking to an immigration lawyer.

If he has never been here, you can apply for his fiance visa. This will allow him to come here and marry you. Then, you can file for his green card. I would also assume you would turn 18 by the time you marry in order to file specific portions of the financial sponsorship.
