Unfortunately, you cannot file a petition for your step-father because he did not marry your mother before you turn 18 years of age. Your younger sister can petition for him if he marries your mother before she turns 18. Does your mother have any legal status?

It depends on the size of his family: the rough estimate is $13963 a year for 1 person plus $5000 a year for each additional person, including you. $48500 would be enough for a 7-persons household.
