There is nothing in the law that precludes someone in the US on a tourist visa from taking a job interview. US citizens cannot submit relative petitions on behalf of their fathers-in-law. They can however submit relative petitions on behalf of their step-fathers if the marriage that created the relationship took place before their 18th birthday.

If you mean what is the minimum age by which a U.S. citizen child may sponsor a parent in the adjustment of status application process, the answer is age 21 years. If you mean at what age may you or someone else petition for your children, the answer is more complex and requires significantly more information.
