Generally, an adult U.S. citizen may petition for a parent to become a Lawful Permanent Resident, regardless of whether the citizen earns a lot of money or no money at all. He is not likely to get the K-1 visa with a deportation. You could get married and he can file the immigrant visa with the request for re-entry after deportation.
